Total quality management represents a new concept of quality management that achieves better business excellence of the organization. In this regard, the essence of this paper relates to researching the possibilities of managing the administrative apparatus of police organizations based on total quality management. The specificities of this influence are not sufficiently known theoretically and practically, especially considering that there is very little literature or papers on this topic, which essentially constitutes what this research problematizes. Proposals for improving the business excellence of police organizations are based on quality management of the police organization’s administrative apparatus, whose starting point is in applying the concept of total quality management, which would include clearly defined improvement measures, deadlines, and implementation carriers. The conclusions of theoretical research, as well as proposals for increasing the business excellence of police organizations, are aimed at practical measures, actions, and procedures of managers (leaders) at all organizational levels in introducing, maintaining, controlling, and improving the state of the total quality management system, with full involvement and participation of all employees. During this period of ideological divisions between East and West, sports competitions often served as a substitute for direct confrontation between superpowers. The paper analyzes how sporting events, such as the Olympic Games and other international competitions, were instrumentalized by states to achieve diplomatic goals and project soft power. Special attention is given to significant incidents such as the boycotts of the Olympic Games in Moscow 1980 and Los Angeles 1984, as well as the so-called «ping-pong diplomacy» which paved the way for the normalization of relations between the USA and China. Through analysis of historical documents, diplomatic archives, and secondary sources, the paper demonstrates how sport functioned as an arena for security competition, but paradoxically also as a bridge for dialogue in a period of intense geopolitical tensions. This paper analyzes the comprehensive impact of Trump›s tariffs on the American economy through three key dimensions: macroeconomic effects on GDP and inflation, microeconomic consequences on sectoral productivity and employment, and long-term structural changes in trade relations. The research is based on empirical data from the period 2018- 2025 and shows that tariffs, despite the goal of increasing domestic production and employment, resulted in net negative economic effects. The average tariff rate rose from 2.5% at the beginning of 2025 to 27% by April of the same year, representing the highest level in the last hundred years (Wikipedia Contributors, 2025). The analysis indicates that tariff costs were entirely passed on to American importers and consumers, leading to price increases and reduced economic efficiency (Tax Foundation, 2025). GDP contracted by 0.3% on an annual basis in the first quarter of 2025, while retaliatory tariffs by trading partners further damaged export sectors, especially agriculture (Kolb, 2025). The research methodology combines historical analysis of Clausewitz›s original concept with empirical findings from contemporary conflicts and a multidisciplinary approach that integrates military, sociological, psychological, and technological perspectives. The article›s objective is to develop a new theoretical paradigm that can adequately encompass the complexity of friction in the digital age through identification, categorization, and analysis of new sources and manifestations of friction characteristic of the contemporary operational space. The formal framework consists of imperative criminal-procedural norms, while the substance is directly determined by criminalistics through its implementation. A search is a coercive action, often urgent, which interferes with human rights protected by the Constitution and Article 8 of the European Convention on Human Rights. A lawful search is conducted when the legitimate purpose cannot be achieved through a less repressive action. It must not be carried out impulsively, unplanned, or without method, as such an approach will either fail to achieve its intended purpose or only achieve it partially. Poorly, partially planned, or unplanned searches endanger both police officers and the persons being searched, as well as their property and other citizens, leaving the consequences to chance, with the best-case scenario being only the potential failure of the search. This paper highlights the importance of criminalistic planning of searches. It addresses the application of principles related to searches, criminalistic planning in both broader and narrower terms, examining the needs, challenges, and specificities of planning searches in BIH, depending on the subject of the search with a written court order, an oral court order, or in cases of searches without a warrant and without witnesses. This is a qualitative study, with data collected and analyzed from secondary sources using the qualitative content analysis method. Parliamentary oversight of the security sector is a process conducted by legislative authorities, i.e., elected representatives of citizens, to ensure transparency, accountability, and legality in the work of security institutions. Parliamentary oversight of the security sector establishes a link between the security interests of citizens and the executive authorities. Regarding intelligence services, parliamentary oversight has a threefold function: (1) drafting and monitoring the implementation of relevant laws; (2) financial oversight; and (3) oversight of policies and intelligence activities. The Intelligence-Security Agency of Bosnia and Herzegovina commenced operations on June 1, 2004, following the adoption and entry into force of the law regulating its establishment and functioning. The Joint Committee for the Oversight of the Work of the Intelligence- Security Agency of Bosnia and Herzegovina, consisting of 12 members from both houses of the Parliamentary Assembly of Bosnia and Herzegovina, is responsible for parliamentary oversight of this civilian intelligence service. Children with disabilities often face numerous barriers that hinder their equal participation in social activities. Focusing on preschool institutions as key actors in the process of social inclusion, the paper analyzes current practices, challenges, and opportunities for improving support for children with disabilities. Through a review of available sources, official statistical data, and existing research, the paper provides deeper insights into the experiences and needs of children with disabilities. Special attention is given to the role of preschool institutions in promoting inclusive education and creating a stimulating environment that enables every child to develop their full potential. The theoretical framework of this study is based on key social work theories that explain inclusion and social protection, including the theory of social justice, ecological theory, empowerment theory, and systems theory. These theories provide a comprehensive understanding of the challenges faced by children with disabilities and their families, as well as the ways in which society can respond to their needs. Conflicts represent an inherent part of human relations and social structures, and their understanding and management is crucial for maintaining peace and stability. Through analysis of different theoretical approaches and practical experiences, the article focuses on three key aspects: psychosocial dimensions of conflicts, institutional mechanisms for their resolution, and preventive strategies. Defendology, as an interdisciplinary field dealing with the study of defense and security, provides unique insights into ways conflicts can be prevented, managed, and resolved. Menadžment totalnim kvalitetom predstavlja novi koncept upravljanja kvalitetom kojim se postiže bolja poslovna izvrsnost organizacije. S tim u vezi, sama suština ovog rada se odnosi na istraživanje mogućnosti upravljanja administrativnim aparatom policijske organizacije čije su osnove menadžment totalnim kvalitetom. Specifičnosti tog uticaja teorijski i praktično nisu poznate u dovoljnoj mjeri, naročito ako se ima u vidu da na ovu temu ima jako malo literature, odnosno radova, što u osnovi čini ono što se ovim istraživanjem problematizuje. Prijedlozi za unapređenje poslovne izvrsnosti policijske organizacije zasnivaju se na kvalitetnom upravljanju administrativnim aparatom policijske organizacije čije polazište je u primjeni koncepta menadžmenta totalnim kvalitetom, koji bi obuhvatao jasno definisane mjere poboljšanja, rokove i nosioce realizacije. Zaključci teorijskog istraživanja, kao i prijedlozi za povećanje poslovne izvrsnosti policijskih organizacija, usmjereni su na praktične mjere, radnje i postupke menadžera (rukovodioca) svih organizacionih nivoa u uvođenju, održanju, kontroli i unapređenju stanja sistema menadžmenta totalnim kvalitetom, uz potpuno uključivanje i učešće svih zaposlenih. Tokom ovog perioda ideološke podjele između Istoka i Zapada, sportska takmičenja su često služila kao zamjena za direktnu konfrontaciju između supersila. Rad analizira kako su sportski događaji, poput Olimpijskih igara i drugih međunarodnih takmičenja, bili instrumentalizovani od strane država za postizanje diplomatskih ciljeva i projiciranje meke moći. Posebna pažnja posvećena je značajnim incidentima poput bojkota Olimpijskih igara u Moskvi 1980. i Los Anđelesu 1984. godine, kao i tzv. “ping-pong diplomatiji” koja je otvorila put za normalizaciju odnosa između SAD i Kine. Kroz analizu istorijskih dokumenata, diplomatskih arhiva i sekundarnih izvora, rad pokazuje kako je sport funkcionisao kao arena za bezbjednosno nadmetanje, ali paradoksalno i kao most za dijalog u periodu intenzivnih geopolitičkih tenzija. Ovaj rad analizira sveobuhvatan uticaj Trampovih carina na američku privredu kroz tri ključne dimenzije: makroekonomske efekte na GDP i inflaciju, mikroekonomske posljedice po sektorsku produktivnost i zaposlenost, te dugoročne strukturne promjene u trgovinskim odnosima. Istraživanje se zasniva na empirijskim podacima iz perioda 2018-2025. godine i pokazuje da su carine, uprkos cilju povećanja domaće proizvodnje i zaposlenosti, rezultirale neto negativnim ekonomskim efektima. Prosječna stopa carina porasla je sa 2,5% na početak 2025. godine na 27% do aprila iste godine, što predstavlja najveći nivo u posljednjih sto godina (Wikipedia Contributors, 2025). Analiza ukazuje na to da su troškovi carina u potpunosti preneseni na američke uvoznike i potrošače, dovodeći do povećanja cijena i smanjenja ekonomske efikasnosti (Tax Foundation, 2025). GDP je u prvom kvartalu 2025. godine kontrahovan za 0,3% na godišnjem nivou, dok su retorzijske carine trgovinskih partnera dodatno oštetile izvozne sektore, posebno poljoprivredu (Kolb, 2025). Metodologija istraživanja kombinuje istorijsku analizu Klauzevicevog originalnog koncepta sa empirijskim nalazima iz savremenih sukoba i multidisciplinarnim pristupom koji integriše vojne, sociološke, psihološke i tehnološke perspektive. Cilj članka je razvoj nove teorijske paradigme koja može adekvatno obuhvatiti kompleksnost trenja u digitalnom dobu kroz identifikaciju, kategorizaciju i analizu novih izvora i manifestacija trenja karakterističnih za savremeni operativni prostor. Pretresanje je radnja dokazivanja, ali je posmatramo kao krivično-procesnu kriminalističku radnju jer je u BiH neposredno provode policijski službenici pod nadzorom tužioca u pravilu po naredbi suda. Formalni okvir su joj imperativne krivično-procesne norme, dok je sadržajno neposrednim provođenjem određuje i kriminalistika. Pretresanje je prinudna radnja, nerijetko hitna, kojom se zadire u ljudska prava zaštićena Ustavom/ima, i članom 8. Evropske konvencije o ljudskim pravima. Zakonito pretresanje se provodi kada se legitimna svrha ne može postići manje represivnom radnjom. Ne smije biti provedeno stihijski, neplanski i nemetodično, jer kao takvo neće ili će postići djelomičnu svrhu zbog koje je i preduzeto. Loše, djelomično isplanirano ili neplanirano pretresanje ugrožava i policijske službenike, kao i pretresane i njihovu imovinu, te ostale građane, prepuštajući slučaju moguće posljedice, a u najboljem scenariju samo mogući neuspjeh pretresanja. Radom ukazujemo na važnost kriminalističkog planiranja pretresanja. Obrađujemo primjenu načela u vezi sa pretresanjem, kriminalističko planiranje u širem i u užem smislu, istražujući potrebe, izazove i specifičnosti planiranja pretresanja u BiH u odnosu na predmet pretresanja sa pisanom naredbom suda, usmenom naredbom suda ili u slučajevima pretresanja bez naredbe i svjedoka. Radom izneseno nastojaćemo potkrijepiti naučno-teorijskim stavovima krivično-procesnog prava i kriminalistike, stavovima Evropskog suda za ljudska prava i primjerima izazova iz prakse, pri tom ponudivši osnovne elemente koje jedan pisani kriminalistički plan pretresanja treba sadržavati u potencijalnom planiranju pretesanja.</p> 2025-10-01T00:00:00+02:00 Copyright (c) 2025 https://doisrpska.nub.rs/index.php/DEF/article/view/12193 PARLAMENTARNI NADZOR NAD OBAVJEŠTAJNOSIGURNOSNOM AGENCIJOM BIH 2025-09-22T13:19:43+02:00 Benjamin Plevljak ww@email.com <p>Cilj rada je istražiti i predstaviti važnost i mehanizme parlamentarnog nadzora nad sigurnosnim sektorom općenito te obavještajnim službama, kao njegovim specifičnim i moćnim dijelovima, s posebnim naglaskom na Obavještajno- sigurnosnu službu Bosne i Hercegovine. Radi se o kvalitativnom istraživanju, a podaci su pribavljani i analizirani iz sekundarnih izvora, upotrebom metode kvalitativne analize sadržaja dokumenata. Parlamentarni nadzor sektora sigurnosti je proces zakonodavnih vlasti, odnosno izabranih predstavnika građana, kojim se nastoji osigurati transparentnost, odgovornost i zakonitost u radu sigurnosnih institucija. Parlamentarnim nadzorom sektora sigurnosti uspostavlja se i spona između sigurnosnih interesa građana i izvršne vlasti. Kada se govori o obavještajnim službama, parlamentarni nadzor ima trostruku funkciju: 1) pripremanje i praćenje implementacije relevantnih zakona; 2) finansijski nadzor; te 3) nadzor politika i obavještajnih aktivnosti. Obavještajno-sigurnosna agencija Bosne i Hercegovine započela je s radom 1. juna 2004. godine, nakon donošenja i stupanja na snagu zakona kojim se reguliše njeno osnivanje i djelovanje. Za parlamentarni nadzor ove civilne obavještajne službe zadužena je Zajednička komisija za nadzor nad radom Obavještajno-sigurnosne agencije Bosne i Hercegovine, koja se sastoji od 12 članova iz oba doma Parlamentarne skupštine Bosne i Hercegovine. Дјеца са инвалидитетом често се суочавају са бројним препрекама које отежавају њихово равноправно учешће у друштвеним активностима. Фокусирајући се на предшколске установе као кључне актере у процесу социјалне инклузије, рад анализира тренутне праксе, изазове и могућности за унапређење подрш- ке дјеци са инвалидитетом. Кроз преглед доступних извора, званичних ста- тистичких података и постојећих истраживања рад пружа дубљи увид у ис- куства и потребе дјеце са инвалидитетом. Посебна пажња посвећена је улози предшколских установа у промовисању инклузивног образовања и стварању подстицајног окружења које омогућује сваком дјетету да развије свој пуни потенцијал. Теоријски оквир овог рада заснива се на кључним теоријама со- цијалног рада које објашњавају инклузију и социјалну заштиту, укључујући теорију социјалне правде, еколошку теорију, теорију оснаживања као и сис- темску теорију. Ове теорије омогућавају свеобухватно разумијевање изазова са којима се сусрећу дјеца са инвалидитетом и њихове породице, као и на- чина на које друштво може одговорити на њихове потребе.Овај рад допри- носи бољем разумијевању комплексности инклузивног образовања и пружа смјернице за унапређење пракси у предшколским установама са нагласком на интегрисани приступ подршци дјеци са инвалидитетом и њиховим поро- дицама у контексту социјалне заштите.</p> 2025-10-01T00:00:00+02:00 Copyright (c) 2025 https://doisrpska.nub.rs/index.php/DEF/article/view/12187 KONFLIKTI I DEFENDOLOŠKI ASPEKTI NJIHOVOG PREVAZILAŽENJA 2025-09-22T13:11:24+02:00 Duško Vejnović ww@email.com Slaven Knežević ww@email.com <p>Članak istražuje prirodu konflikata i mogućnosti njihovog prevazilaženja kroz prizmu defendoloških pristupa. Konflikti predstavljaju inherentni dio ljudskih odnosa i društvenih struktura, a njihovo razumijevanje i upravljanje ključno je za održavanje mira i stabilnosti. Kroz analizu različitih teorijskih pristupa i praktičnih iskustava, članak se fokusira na tri ključna aspekta: psihosocijalne dimenzije konflikata, institucionalne mehanizme za njihovo rješavanje i preventivne strategije. Defendologija, kao interdisciplinarna oblast koja se bavi proučavanjem odbrane i bezbjednosti, pruža jedinstvene uvide u načine na koje se konflikti mogu prevenisati, upravljati i rješavati. Rezultati istraživanja pokazuju da je holistički pristup koji kombinuje psihološke, sociološke i politološke perspektive najeffektivniji u razumijevanju i rješavanju konflikata.</p> 2025-10-01T00:00:00+02:00 Copyright (c) 2025
