U svim tim razdobljima i definicijskim<br />traganjima za određenjem sociologije, razvijao se mučan proces traganja<br />sociologije za sopstvenim naučnim identitetom. Mnoge analize stanja i<br />perspektive sociologije danas pokazuju vidljive znake nepovjerenja, nisugornosti,<br />kao i besperspektivnosti. И у Србији у<br />посљедњим деценијама туризам као привредна грана добија све већи<br />значај, што се посебно односи на бањски туризам. Развој туризма са<br />собом носи и повећан обим запослености у овој области. Да би се<br />туризам могао развијати потребно је обезбиједити различите ресур-<br />се, као што је путна инфраструктура, кадровска оспособљеност за-<br />послених у области туризма, изградња потребних смјештајних капа-<br />цитета и још много тога. Свакако да би се туризам могао развијати<br />неопходно је обезбиједити потребан ниво безбједности како у тури-<br />стичким центрима, тако и у цијелој држави. Безбједносна функција<br />је иначе једна од најважнијих функција државе, а у савременим ус-<br />ловима је имајући у виду све бројније изворе и облике угрожавања<br />безбједности, чини се да је у самом врху државних функција по свом<br />значају. Неке државе у којима је туризам међу главним привред-<br />ним гранама (као што је рецимо Египат) у циљу што већег нивоа<br />безбједности туриста формирају специјализоване безбједносне служ-<br />бе, тзв. Туристичку полицију. Ово је свакако интересантно а чини се<br />и потребно, пошто је утицај безбједности на развој туризма, а самим<br />тим и на запошљавање у овој привредној грани, од посебне важности. Migrantski tokovi nisu nova pojava u<br />Evropi ali karakteristike sadašnje evropske migracione krize postavljaju čvrste<br />temelje za krizu bez presedana. Migracija je Evropu razdvojila po geografskim<br />i kulturolškim linijama. Iakomigraciona kriza nije direktno uticala na<br />pet jasno definisanih sigurnosnih pretnji Evropske Unije, nespretno upravljanje<br />ovim slučajem i neslaganje oko strategije rešavanja krize je rezultiralou<br />samoizazvanu humanitarnu krizu,te kao takva [migraciona kriza] indirektno<br />predstavlja pretnju sigurnosti Europske Unije. Kako bi se eliminisale<br />moguće pretnje koje predstavlja migraciona kriza, Europska Unija će morati<br />gledati prema izvoru migrantskih tokova. The multiplicity of contents of sociology has<br />led to a state in which almost every textbook or book, of different character<br />distinctiveness, has a diverse determining framework of its subject. In all<br />these periods and sociology definition quests, a tedious seeking process<br />of sociology for its own scientific identity has evolved. Nowadays, many<br />analyses of state and perspective of sociology show visible signs of distrust,<br />insecurity, as well as underachievement. This situation is due to the fact<br />that many, outside this discipline, do not understand sociology seriously<br />and do not attribute a merited significance to it. This problem becomes<br />even more dramatic when one takes into account the fact that these doubts<br />have snuck into the order of sociologists themselves. In Serbia in last few decades, tourism as an<br />economy branch has become more and more important, which is especially<br />referred to spa tourism. Tourism development means also a higher<br />percentage of employment in this area. In order for tourism to develop, it is<br />necessary to provide different resources, such as road infrastructure, professional<br />education of employees in tourism area, establishment of needed<br />accommodation capacities etc. In addition, for tourism development it is<br />necessary to provide a certain safety level in touristic centres, as well as<br />in the whole state. A safety function is considered as one of the most important<br />functions in a state. Considering a numerous sources and types of<br />safety endangerment in the modern world, it seems that safety has become<br />one of the most precious state functions. In some countries, where tourism<br />is one of the most important economy branches, such as in Egypt, special<br />security services, a so called touristic police, are formed in order to obtain<br />a high safety level. This is certainly interesting, and it seems that it is also<br />necessary, since the impact of safety on tourism development and employment<br />in this area is of high importance. Migration<br />flows are not a new phenomenon in Europe however characteristics of<br />the current European Migration Crisis lay firm ground for a unprecedented<br />crisis. Migration divided Europe along geographical and cultural lines. Even<br />thought the Migration Crisis does not directly impact the five EU security<br />threats, the mismanagement of the phenomenon and disagreement over the<br />strategies of resolution resulted into a self-induced humanitarian crisis that as<br />a consequence poses threat to European Union Security. In order to eliminate<br />possible threats posed by the Migration Crisis, European Union will have to<br />look towards the source of migration flows. Failing to resolve the problem at<br />source could pose a greater threat to global security and imminently to the security<br />of the European Union and its periphery. A wide array of information<br />and financial innovations intensifies competition, affects the improvement<br />of business processes in the business environment, in business between<br />businesses and related institutions and individuals. The use of ICT, as services<br />implemented for better quality electronic services for citizens in the public<br />sector, especially at the level of local self-government units, increases the quality<br />of public sector services.<br />The subject of this research is the analysis of characteristics, development<br />factors and economic effects of electronic business in local government<br />units in Bosnia and Herzegovina. The aim of the paper is to point out possible<br />economic benefits, new ways: communication, access to services, education,<br />acceptance of feedback, organization and delivery of information. The paper<br />emphasizes the necessity of innovating and completing the legislation in this<br />field. The underlying hypothesis is that e-business in local government units<br />is necessary to positively affect the speed and efficiency of operations and that<br />the success depends on effective protection of the financial privacy of users.
