Abstract

There is a serious problem here: these are extremely serious issues and a novice expert has no right
to learn from mistakes. The benchmark is the required standard of expertise that must be achieved, and there
are no simple issues in war crimes cases, so military expertise is performed by military experts and cannot be
practiced by any person wearing a uniform. The structure of the report is basic and should be adjusted to the
area of expertise. Knowledge of information flows and their correct placement in the context of knowledge
about the subject of expertise has a decisive influence on the formation of opinions on command responsibility. Without feedback, it is impossible for organizational systems to function.
The competent elder, if he has the necessary information, can take the necessary measures in a timely manner (necessary and reasonable measures are quite sufficient) which would direct the disruption of the situation and activities in the planned or desired direction.
