Dangerous thing - examples of specific expertise in the field of hydraulic engineering

Abstract

The work discusses some examples of characteristic construction expertise related to hydrotechnical construction problems. Some hydrotechnical (and other) facilities (hydropower lake accumulation dams, surface drainage
channels, expolartic surfaces of mines, etc.) are suspected of having caused reports of damage to land or private facilities
in a particular area. The buildings from which the damage occurred can be considered a “dangerous thing” in the space,
and their owners are obliged to compensate for the damage caused. In most cases, it is damage caused by large waters. In
some cases, adverse consequences on neighbouring buildings and land could have been avoided with additional timely
interventions. In some cases, the damage could not be avoided because it came to natural contact with large amounts of
waters from the basin that the owner of the dangerous object could not influence. On the other hand, the owner of a dangerous object, had to take certain actions in advance, so that the large waters would not cause even greater damage and
catastrifs (flooding of cities and settlements upstream and downstream of the dam, damage to hydrotechnical structures,
etc.). In some cases, the owner of the facility failed to notify the entities using the water from the reservoir in time, about
the actions he intended to perform on the regulisation of the flow of increased amounts of water. In some cases, the “hazardous object” had a negative impact on the quality of agricultural land, and the beneficiaries made a reduced (or no)
profit.
