Abstract

European Framework Convention for the Protection of National Minorities (1995) was made after the Summit of the Council of Europe held in Vienna in 1993. years earlier was adopted by the European Charter for Regional or Minority Languages (1992), in response to the growing problems in the area of minority rights in Europe. These problems have emerged as a result of the disintegration of the USSR and Yugoslavia in general and the process of self-determination in Europe in the nineties of the 20th century. Under the Convention, States must protect the individual rights of persons belonging to national minorities, but also provide the conditions that will enable minorities maintain and develop their culture and identity. So recently opened a number of issues in contemporary international law is a mechanism whereby performance restricted to the reporting system and expert advice in charge of the analysis of these reports.
