<p>Функционалсност полицијског система је значајна за све државе на свијету. Првенствено, државе теже успоста- вити што фукционалнији полицијски систем који ће грађани- ма успјешнп пружати услуге безбједности. Како ће изгледати модел полицијског система у једној држави одраз је бројних фак- тора – историјских и актуелних, субјективних и објективних, правних и обичајних, формалних и материјалних, спољних и унутрашњих. Узимајући све у обзир, може се рећи да један од најзначајнијих фактора терориторијална организација држа- ве. Полицијски систем модерне државе морао би бити устројен по моделу који ће омогућити адекватну заштиту државе и ње- них грађана од свих изазова, ризика и претњи. У овом раду на- стојаћемо сагледати начин на који су организовани полицијски системи Француске и Немачке, од којих је јадан прост, а други сложен. У ту сврху, примјењен је методолошки оквир у виду про- учавања постојеће научне и стручне литературе, те анализе истраживачких радова који се баве питањима генезе и компара- тивне анализе модела полицијских система модерне државе. У раду ће бити кориштени методи анализе садржаја, историјски метод и компаративни метод. На наведеној методолошкој ос- нови, у раду ће бити представљене основне карактеристике полицијских система двије велике европске, сусједне државе, са богатим традицијама развоја полиције и науке о полицији. Пос- лије тога, њихови полицијски системи биће анализирани ком- паративном методом, с циљем сагледавања сличности и разли- ка, односно предности и недостатака сваког модела.</p>Гојко ШеткаПетар Ђукић

<p>Sve učestalije verbalno i fizičko nasilje, upotreba hladnog i vatrenog oružja, bombaške prijetnje, alkoholizam, pušenje, konzumiranje narkotika, zloupotreba savremenih tehnologija, razni TikTok i slični izazovi samo su neka od devijantnih (patoloških) ponašanja mladih koja zahtijevaju planski i sistematičan pristup konceptu zaštite i bezbjednosti učenika, nastavnika i ostalog školskog osoblja. To podrazumijeva sprovođenje i određenih bezbjednosnih mjera u školama, procjenu rizika prijetnji, instaliranje bezbjednosnih sistema, odnosno adekvatnu fizičko-tehničku zaštitu. Da bi zaštita učenika bila što efikasnija potrebno je i adekvatno sticanje i razvijanje znanja i vještina o bezbjednosti. Sa ciljem podizanja nivoa bezbjednosne kulture u sistemu osnovnog i srednjoškolskog obrazovanja u Republici Srpskoj, prije izvjesnog vremena, u pojedine osnovne i srednje škole uveden je, kao eksperimentalni, predmet „Humanost i bezbjednost“. U radu se, između ostalog, ukazuje na značaj razvoja bezbjednosne kulture učenika i potrebu kreiranja adekvatnih nastavnih sadržaja primjerenih našim bezbjednosnim i obrazovnim potrebama. <p>U ranoj fazi matematičkog obrazovanja, osnova za uspješno učenje leži u razvoju logičkog, kritičkog i matematičkog mišljenja. Efikasno poučavanje matematike podrazumijeva podsticanje učenika da razmišljaju samostalno i kreativno, da rješavaju probleme i logički rasuđuju. Ovo istraživanje ispituje uticaj problemski orijentisane nastave, zasnovane na konstruktivističkom pristupu, na stavove učenika prema matematici. U studiji se upoređuje percepcije učenika koji su pohađali tradicionalnu nastavu sa onima koji su učestvovali u programu problemskog učenja te je istraživački cilj utvrditi da li učenici mlađih razreda osnovne škole koji su savladali matematičke sadržaje kroz pristup učenja zasnovan na rješavanju problema razvijaju pozitivnije stavove prema matematici u odnosu na one koji su podučavani konvencionalnim metodama poučavanja. Korišćena je Likertova skala za procjenu stavova učenika u pogledu zainteresovanosti za matematičke sadržaje, percepcije nastavnog procesa i pristupa nastavnika. Rezultati ukazuju na statistički značajne razlike u korist eksperimentalne grupe, pokazujući da konstruktivističke metode doprinose ne samo kognitivnim postignućima već i formiranju pozitivnijih emocionalnih i motivacionih stavova prema matematici. Nalazi istraživanja podržavaju integraciju konstruktivističkih principa u početnoj nastavi matematike kao sredstva za jačanje angažovanosti učenika i dublje razumijevanje matematičkih koncepata. Preporučuje se povećana upotreba problemskih zadataka i podsticanje aktivnog, saradničkog učenja u kojem učenici na smislen način grade znanje.</p>Slađana Lolić

<p>Članak kritički analizira konceptualni paradoks dominantnog bojišta u savremenim konfliktima, demonstrirajući neodrživost tradicionalne doktrine monocentričnih bojišta u uslovima fragmentisanih ratnih zona. Višedimenzionalna fragmentacija konflikta - geografska, tehnološka i društveno-politička - stvara operativno okruženje u kojem hijerarhijska prioritizacija bojišta postaje ne samo taktički neefikasna već i strategijski kontraproduktivna. Kao inovativni teorijski doprinos, članak predlaže model “fluidnih žarišta” koji konceptualizuje konfliktni prostor kao kompleksni adaptivni sistem sa policentričnim, temporalnim žarištima strateške važnosti, uvodeći originalne koncepte poput Distribuisane adaptivne sinhronizacije, Modularnih operativnih paketa i Dinamičkih višedomenskih operacija. Metodološki, istraživanje se zasniva na komparativnoj analizi savremenih konflikata, kritičkom preispitivanju etabliranih vojnih doktrina i sistemskom razmatranju transformativnih faktora u savremenom ratovanju, uz integraciju relevantnih teorijskih i empirijskih uvida iz strategijskih studija. Cilj članka je formulisanje obuhvatnog teorijskog okvira koji će omogućiti efikasnije razumijevanje i operativno djelovanje u fragmentisanim konfliktima XXI vijeka, premošćujući jaz između tradicionalne vojne teorije i kompleksne realnosti savremenog ratovanja.</p>Slaven Knežević

<p>У овом раду се говори о кривичном дјелу насиља у породици, односно његовом откривању, разјашњавању и дока- зивању. Ријеч је о веома актуелној теми која привлачи пажњу домаће, а и свјетске јавности с обзиром на чињеницу да је ријеч о угрожавању породице, примарне друштвене групе. Циљ овог рада јесте да се укаже на то како полиција обезбјеђује доказе када су ова кривична дијела у питању, као и са којим тешкоћа- ма се сусреће у свом раду. На овом мјесту приказани су и ста- тистички подаци одјељења за аналитику МУП-а Републике Српске у вези са бројем извршених кривичних дјела насиља у по- родици и породичној заједници, као и бројем тужилачких наред- би о обустави и неспровођењу истраге за период од 2021-2023, путем којих ће се освијетлити реално стање заступљености ове негативне појаве у Републици Српској.</p>Предраг ПоповићЖана Врућинић

<p>Socijalni rad u predškolskim ustanovama ima značajnu ulogu u promovisanju dobrobiti djece, osiguravanju inkluzije, te pružanju podrške porodicama u rješavanju socijalnih i emocionalnih teškoća. U Bosni i Hercegovini, socijalni rad u predškolskim ustanovama regulisan je zakonskim okvirima, ali njegova implementacija u praksi je ograničena i neravnomjerno zastupljena. Ovaj rad analizira trenutno stanje socijalnog rada u predškolskim ustanovama u Bosni i Hercegovini, poredi ga sa zemljama regiona i daje preporuke za unapređenje prakse. Kroz teorijski okvir socijalnog rada, rad se oslanja na ekološku teoriju Bronfenbrennera koja naglašava višeslojne uticaje okruženja na razvoj djeteta, zatim teoriju otpornosti koja se fokusira na mehanizme prilagođavanja djece i porodica na stresne situacije, te sistemsku teoriju koja ukazuje na važnost integrisanog pristupa u socijalnom radu. Nadalje, teorija socijalnog kapitala omogućuje razumijevanje uloge socijalnih radnika u izgradnji mreža podrške, dok kritička i antidiskriminirajuća teorija ističu značaj socijalnog rada u smanjivanju društvenih nejednakosti i zagovaranju inkluzivnih politika. Analiza pokazuje da je socijalni rad u predškolskim ustanovama u Bosni i Hercegovini nedovoljno razvijen, s ograničenim brojem stručnjaka i neadekvatnim zakonskim okvirom. Poređenjem sa zemljama regiona, ističe se potreba za sistemskim reformama, unapređenjem interdisciplinarne saradnje i osiguravanjem trajnog zapošljavanja socijalnih radnika u predškolskim ustanovama.</p>Milica Palačković

<p>Rad istražuje višedimenzionalne ekonomske posljedice rusko- ukrajinskog rata na zemlje Zapadnog Balkana (Srbija, Bosna i Hercegovina, Crna Gora, Sjeverna Makedonija, Albanija i Kosovo). Kroz analizu dostupnih ekonomskih pokazatelja, statistika i relevantnih izvještaja, istražuje se kako je konflikt, započet 2022. godine, promijenio ekonomske tokove, trgovinske odnose, energetsku politiku, investicione obrasce i strategije ekonomskog razvoja u regiji. Rezultati pokazuju da su zemlje Zapadnog Balkana doživjele značajne poremećaje u energetskom sektoru, inflacione pritiske i promjene u trgovinskim obrascima. Istovremeno, rat je ubrzao procese energetske diverzifikacije i integraciju sa EU tržištima, stvarajući nove prilike za ekonomsko repozicioniranje. Rad ukazuje na različite stepene ekonomske otpornosti među zemljama regije, gdje su države sa diversifikovanijim ekonomijama i manjom ovisnošću o ruskim energentima pokazale veću stabilnost. Zaključci sugerišu potrebu za daljim jačanjem regionalne ekonomske saradnje, ubrzanjem EU integracija i razvijanjem strategija za povećanje ekonomske otpornosti u kontekstu globalnih geopolitičkih nestabilnosti.</p>Đuro Krčić

<p>Jovan Rašković bio je značajna naučna i politička ličnost u godinama koje su prethodile raspadu Socijalističke Federativne Republike Jugoslavije (SFRJ). Upamćen je po svom zalaganju za prava Srba u Hrvatskoj i kao osnivač Srpske demokratske stranke (SDS) 1990. godine. Rašković je nastojao da se izbori za (manjinska) prava Srba demokratskim i institucionalnim sredstvima, koristeći umjerenost i dijalog kao primarni pristup u svom političkom djelovanju. Ovaj rad istražuje političko i intelektualno nasljeđe Jovana Raškovića, istaknutog psihijatra, akademika i političkog lidera, čija je uloga tokom raspada SFRJ bila značajna, ali i često osporavana. Fokusirajući se na njegove napore da spriječi širi sukob između Srba i Hrvata tokom turbulentnog perioda krajem 1980-ih i početkom 1990-ih godina, ovaj rad smješta Raškovića u širi kontekst postkomunističke tranzicije, rastućeg nacionalizma i etničke polarizacije u bivšoj Jugoslaviji. Oslanjajući se na niz istorijskih, političkih i drugih izvora, rad kritički procjenjuje tvrdnje da je Rašković doprinio eskalaciji etničkog sukoba. Umjesto toga, rad argumentuje da je Raškovićeva politička marginalizacija, izazvana neprijateljskim hrvatskim nacionalizmom i usponom radikalnijih snaga u srpskoj političkoj sferi, potkopala njegovu viziju i napore da obezbjedi mirnu koegzistenciju. Kroz analizu njegovih spisa, javnih govora i dostupnih članaka, ovaj rad tvrdi da Rašković predstavlja potisnuti glas uzdržanosti čiji neuspjeh da utiče na tok događaja označava propuštenu priliku za mirnije rješenje srpsko-hrvatskog sukoba. U krajnjoj liniji, studija doprinosi nijansiranom razumevanju Raškovića kao proizvoda svog vremena i potencijalne alternative putu koji je doveo do rata.</p>Mišel Pavlica

<p>In the early stages of mathematics education, the foundation for successful learning lies in the development of logical, critical, and mathematical thinking. Teaching mathematics effectively means fostering students’ ability to think independently and creatively, to solve problems and reason analytically. This research explores the impact of a problem-based, constructivist-oriented teaching approach on students’ attitudes towards mathematics. The study compares the perceptions of students who experienced traditional instruction with those who participated in a problem-based learning program. The aim of the study is to determine whether younger primary school students who have mastered mathematical content through a problem-based learning approach develop more positive attitudes toward mathematics than those instructed through conventional teaching methods. Using a Likert-type scale, student attitudes were assessed in terms of interest in mathematics content, perceptions of the teaching process, and the teacher’s approach. The results indicate statistically significant differences in favor of the experimental group, demonstrating that constructivist methods contribute not only to cognitive achievement but also to the formation of more positive emotional and motivational dispositions toward mathematics. The findings support the integration of constructivist principles into early mathematics instruction as a means to enhance student engagement and promote a deeper understanding of mathematical concepts. Recommendations include increasing the use of problem-based tasks and encouraging active, collaborative learning environments in which students construct knowledge meaningfully.</p>Slađana Lolić

<p>The article critically analyzes the conceptual paradox of the dominant battlefield in contemporary conflicts, demonstrating the unsustainability of traditional doctrine of monocentric battlefields in conditions of fragmented war zones. Multidimensional fragmentation of conflict - geographical, technological, and socio-political - creates an operational environment in which hierarchical prioritization of battlefields becomes not only tactically inefficient but also strategically counterproductive. As an innovative theoretical contribution, the work proposes a model of “fluid hotspots” that conceptualizes conflict space as a complex adaptive system with polycentric, temporal hotspots of strategic importance, introducing original concepts such as Distributed adaptive synchronization, Modular operational packages, and Dynamic multi-domain operations. Methodologically, the research is based on comparative analysis of contemporary conflicts, critical re-examination of established military doctrines, and systematic consideration of transformative factors in contemporary warfare, with integration of relevant theoretical and empirical insights from strategic studies. The aim of the article is to formulate a comprehensive theoretical framework that will enable more efficient understanding and operational action in fragmented conflicts of the 21st century, bridging the gap between traditional military theory and the complex reality of contemporary warfare.</p>Slaven Knežević

<p>Social work in preschool institutions plays a crucial role in promoting children’s well-being, ensuring inclusion, and providing support to families in addressing social and emotional difficulties. In Bosnia and Herzegovina, social work in preschool institutions is regulated by legal frameworks; however, its implementation in practice is limited and unevenly distributed. This paper analyzes the current state of social work in preschool institutions in Bosnia and Herzegovina, compares it with regional practices, and offers recommendations for improving its application. Grounded in theoretical frameworks of social work, this study draws upon Bronfenbrenner’s ecological theory, which emphasizes the multilayered environmental influences on child development, resilience theory, which focuses on the mechanisms enabling children and families to adapt to stressful situations, and systems theory, which highlights the importance of an integrated approach in social work. Furthermore, social capital theory provides insight into the role of social workers in building support networks, while critical and anti-discriminatory theory underscores the importance of social work in reducing social inequalities and advocating for inclusive policies. The analysis reveals that social work in preschool institutions in Bosnia and Herzegovina remains underdeveloped, with a limited number of professionals and an inadequate legal framework. A comparative examination with regional countries highlights the need for systemic reforms, enhanced interdisciplinary cooperation, and the permanent employment of social workers in preschool institutions.</p>Milica Palačković

<p>Increasingly frequent verbal and physical violence, the use of cold and firearms, bomb threats, alcoholism, smoking, drug use, abuse of modern technologies, various TikTok and similar challenges are just some of the deviant (pathological) behaviors of young people that require a planned and systematic approach to the concept of protection and safety of students, teachers and other school staff. This includes the implementation of certain security measures in schools, assessment of threat risks, installation of security systems, or adequate physical and technical protection. In order for student protection to be as efficient as possible, it is also necessary to adequately acquire and develop knowledge and skills about security. With the aim of raising the level of security culture in the primary and secondary education system in the Republic of Srpska, some time ago, the subject “Humanity and security” was introduced as an experimental subject in some primary and secondary schools. The paper, among other things, points out the importance of developing students security culture and the need to create adequate teaching content appropriate to our security and educational needs. <p>This paper explores the multidimensional economic consequences of the Russian-Ukrainian war on Western Balkan countries (Serbia, Bosnia and Herzegovina, Montenegro, North Macedonia, Albania, and Kosovo). Through analysis of available economic indicators, statistics, and relevant reports, it investigates how the conflict, which began in 2022, has changed economic flows, trade relations, energy policy, investment patterns, and economic development strategies in the region. Results show that Western Balkan countries have experienced significant disruptions in the energy sector, inflationary pressures, and changes in trade patterns. At the same time, the war has accelerated processes of energy diversification and integration with EU markets, creating new opportunities for economic repositioning. The paper points to different degrees of economic resilience among countries in the region, where states with more diversified economies and less dependence on Russian energy have shown greater stability. The conclusions suggest the need for further strengthening of regional economic cooperation, acceleration of EU integration, and development of strategies to increase economic resilience in the context of global geopolitical instabilities.</p>Đuro Krčić

<p>Jovan Raskovic was a significant scientific and political figure in the years preceding the breakup of the Socialist Federal Republic of Yugoslavia (SFRY). He is best remembered for his advocacy for the rights of Serbs in Croatia and as a founder of the Serbian Democratic Party (SDS). Raskovic attempted to secure Serbian (minority) rights in democratic and institutional manner, emphasizing moderation and dialogue as the primary means of his political action. This paper explores the political and intellectual legacy of Jovan Raskovic, a prominent psychiatrist, academic, and political leader whose role during the dissolution of the SFRY remains both significant and often contested. Focusing on his efforts to prevent wider conflict between Serbs and Croats during the turbulent period of the late 1980s and early 1990s, the paper situates Raskovic within the broader context of post-communist transition, rising nationalism, and ethnic polarization in the former Yugoslavia. Drawing on a range of historical, political, and other sources, the paper critically assesses claims that Raskovic contributed to the escalation of ethnic conflict. It argues instead that his political marginalization, brought about by hostile Croatian nationalism and the rise of more radical forces within the Serbian political sphere, undermined his vision and his efforts to secure peaceful coexistence. Through an analysis of his writings, public speeches, and available articles, this paper contends that Raskovic represents a suppressed voice of restraint whose failure to influence the course of events marks a missed opportunity for a more peaceful resolution to the Serb-Croat conflict. Ultimately, the study contributes to a nuanced understanding of Raskovic as both a product of his time and a potential alternative to the path that led to war.</p>Mišel Pavlica

<p>The functionality of the police system is important for all countries in the world. Primarily, states strive to establish a more functional police system that will successfully provide citizens with security services. What the model of the police system in a country will look like is a reflection of numerous factors - historical and current, subjective and objective, legal and customary, formal and material, external and internal. Taking everything into account, it can be said that one of the most important factors is the territorial organization of the state. The police system of a modern state should be organized according to a model that will enable adequate protection of the state and its citizens from all challenges, risks and threats. In this paper, we will try to look at the way in which the police systems of France and Germany are organized, one of which is very simple and the other is complex. For this purpose, a methodological framework was applied in the form of a study of the existing scientific and professional literature, as well as an analysis of research papers dealing with issues of genesis and comparative analysis of the model of police systems of a modern state. Content analysis methods, historical method and comparative method will be used in the work. Based on the aforementioned methodological basis, the paper will present the basic characteristics of the police systems of two large European, neighboring countries, with rich traditions of police development and police science. After that, their police systems will be analyzed using a comparative method, with the aim of seeing the similarities and differences, that is, the advantages and disadvantages of each model.</p>Gojko SetkaPetar Djukic

<p>Abstract: In this research study we are dealing with the following criminal offense: domestic violence, as well as its detection, clarification and verification. This is the topic which deals with the current situation that draws the attention of both local and global public, taking into consideration the fact that we are dealing with compromising the family as a unit, which represents the primary social group. The aim of this paperwork is to draw attention to the means of action which the Police uses to acquire evidence materials when it comes to the felonies mentioned above, as well as to shed light on the difficulties which arise as obstacles in this process. In this research study we have shown statistics data of the Department of Analytics of The Republic of Srpska Ministry of The Interior which are related to the number of committed criminal offenses regarding domestic violence in family communities, as well as the number of prosecutor orders to dismiss and withhold investigations for the time period 2021 to 2023, which could serve as the indicator of the realistic situation of this negative phenomenon in The Republic of Srpska.</p>Predrag PopovićŽana Vrućinić
