Abstract

The paper analyzes positive legal elements of ethical action of civil society organizations, as well as additional criteria of ethical action. The concepts of independence, voluntariness, non-profit and public interest are analyzed as a part of legal definition. The paper also analyzes additional criteria relevant to civil society organizations: competence, representativeness and responsibility in the context of freedom of association and the right to participate in the management of public affairs. The author starts from the legal assumption that the activities of civil society organizations are in the public interest. It is also based on the assumption that non-governmental organizations represent a significant control mechanism of the government's work, which supervises the creation and implementation of public policies.
