Employee satisfaction is a key factor in the success of organizations, especially in the public sector, where unique characteristics such as limited resources and stricter regulatory frameworks require specific approaches to human resource management. The article discusses the development of a framework of key indicators of employee satisfaction in the public sector, using a systematic review and analysis of the literature from the Web of Science and ScienceDirect databases. The research results highlight that key indicators of employee satisfaction are closely related to pay, working conditions, and leadership. It also highlights the importance of flexible working conditions, especially in times of crisis, such as the recent pandemic. The indicators identified are partly universal and partly specific to a sub-sector or region, which requires the adaptation of strategies depending on the context. The research contributes to the understanding of employee satisfaction in the public sector and offers guidelines for the design of policies that improve working conditions and productivity.
