Abstract

This paper deals with the relationship between non-territorial minority and territorial local self-government. In many countries where non-territorial minority arrangements exist, they are established at the local level, which opens issues of the organizational structure and ways of their constitution, legal position, powers and relations between such bodies and local self-government bodies. The conclusion is that such bodies, unlike local authorities, do not have a complete representative character and that there are inherent limitations to the powers that can be assigned to them, which is particularly relevant for regulatory powers.
